Anyone know the name of this '90s movie?

it's about a man who wants to adopt a child with his wife, and while she's at work, he expects the social services lady and has to make a good impression, but these bad guys show up looking for something(i forget what) along with this beautiful girl in a short red dress and leather biker boots. They ruin the chance he had with the social services lady and in the end, the girl in the red dress(who had him tied up in a chair) told him she'll kill him but she'll make him cheat on his wife first, so she was going to have with him(against his will....i think) but this guy comes in and "saves" him by shooting the girl....
